Project Abraham, 1979

Addendum 806.01: Object History

In the early-1980s, President Ronald Reagan authorized a classified military project to enhance the nation's nuclear capabilities through anomalous means, which lead to the formation of Project Abraham. Headed by Colonel John Abrahamson, the Project allocated most its facilities at Maryland and Michigan to acquire sources of uranium for its defense research.

The military project was overseen by the Advance Research Projects Agency (ARPA), though the extent of the project for some inexplicable reason was transferred to the Strategic Defense Initiative Organization, in 1984.

During a mining excavation in ████████, New Mexico, a military engineer was reported to have collapsed from illness and died during the excavation of that area. In the aftermath of the incident, Project Abraham investigated the area and soon discovered RPC-806. Subsequently mined and transported to Fort Detrick, RPC-806 was potentially researched and tested on by the United States Government during the project's initiative.

While the United States Government kept Project Abraham's existence from the United Nations Anomalous Activities Committee, the project secretly continued its operations until in 1987 when an American defector involved in Project Abraham leaked its existence to the Committee for State Security (KGB). Two days after the leaks, the Soviet Union passed on the information to the World Security Council, which culminated into the condemnation by the UNAAC for the United States violations of the International Anomalous Accords.

Tensions between the United States and the World Security Council grew as President Reagan refused to shutdown the project's activities, though Reagan's actions were criticized by Ambassador Jeane Kirkpatrick which lead to her resignation the following April.

In 1991, President George H.W Bush, with advise from his National Security Advisor, ordered the shutdown of Project Abraham. Negotiations with the World Security Council concluded with RPC-806 being transferred to Authority custody, and the immediate roll back of anomalous weaponization within the United States. This came as a result of the US's commitment on reducing their nuclear arsenal with the Soviet Union, in the Strategic Arms Reduction Treaty (START I).

Addendum 648.01: Discovery

On May 9, 1982, the Hokkaido Prefectural Police Department carried out a series of investigations of suspicious disappearances and increase of missing reports in the City of Iwamizawa. Police investigators deduced that many of the missing people were last seen at the Kawajiri forest. When investigators initially searched the area, they discovered numerous human remains, but could not identify the corpses.

Police investigations continued until February 28, when two unnamed police officers went missing. A week later, the investigations concluded the case as unsolved which resulted in the Hokkaido Police Commissioner to order the discontinuation of the investigation. The case was eventually handed over to the National Police Agency's Security Bureau⁶

In July 14, following public scrutiny for the government's lack of actions on the increase of disappearances, the Japanese Government closed the Kawajiri forest to the public and established procedures to combat RPC-648's anomalous nature. However, these procedures proved ineffective after four investigators from the NPA's Security Bureau last reported in at the Kawajiri shrine, and were subsequently found hanging by RPC-648-A's roots.

In light of the incident, the Japanese Government contacted the Authority.

RPC-218

Description: RPC-218 is an unidentified Class IV traveler entity, seen in a 1950s era suit with a fedora and black briefcase. Initial contact with the subject came direct following an incident in [REDACTED], Switzerland, which lead to the subject's initial discovery. (See Addendum 218.01)

Subject's anomalous behavior is indicated when an incident, often depicted as historic, occurs anywhere in the world. When manifested, RPC-218 will instantaneously travel to the location via unknown means, albeit theorized to be crossing the intervening space. Subject has been noted to travel and move at multiple locations at the same time; this has been observed when RPC-218 was sighted in London during the seven-seven bombings and an espionage scandal in Ottawa, in 2005.

During surveillance proceedings, subject is often seen to blend in with civilians as to evade or obstruct the view of field agents, causing difficulty to maintain visual contact with RPC-218. Reportedly, RPC-218 has been sighted to hold a small leather notebook with unknown symbols written in it, but the contents captured via imagery appear to be written in an encoded language. Some symbols are recognizable and translatable into dates, but their significance are often unclear as the year are not included.

Attempts to decode the notebook were impractical to decipher due to captured images of the contents alter when eye contact is broken.
